Lawrence County Commissioners Meeting Highlights – November 13, 2025
The Lawrence County Board of Commissioners met in regular session on November 13, 2025, at 2:05 p.m.
All three commissioners were present: Dr. Colton Copley (President), DeAnna Holliday (Vice President),
and Mike Finley (Member).
Minutes Approved
- The commissioners approved the minutes from the October 28, 2025 meeting, with corrections.
Floodplain Permit Renewals
- No new floodplain permits were submitted.
- The following renewal permits submitted by the Soil and Water Conservation District were approved:
- 2025-869 Rusty Hunt – filling and grading, stream maintenance, and topsoil removal on County Road 65 and Township Road 192N
- 2025-870 Robert J. Dudding – bridge project at 2186 County Road 56
- 2025-871 Michael Walter – stream maintenance at 25144 and 25146 State Route 93
- 2025-872 Shaun Smith – stream maintenance at 5726 County Road 6
- 2025-873 Lance Humphrey – residential repair and construction at 13762 State Route 141
- 2025-874 Scottown Land Group, LLC – stream maintenance, filling and grading, culvert work, and material storage at 11236, 11278, and 11300 State Route 217
Financial Actions
- The board approved appropriations and transfers dated November 13, 2025, totaling under $75,000.
- Commissioner Finley abstained from this vote; the other commissioners voted yes.
Personnel Action
- Daniel Zornes was hired as a Part-Time EMT.
Contracts and Community Matters
- A demolition contract for 1200 1st Street in Ironton, through the Lawrence County Land Bank, was awarded to Generations Excavating. Commissioner Holliday abstained from the vote.
- A liquor permit was approved for Dickess Market, LLC, located at 13629 State Route 141 in Kitts Hill.
- The board approved and signed a resolution for the PAPI Light Project.
- A proclamation was signed honoring Macedonia Missionary Baptist Church.
- The commissioners approved a $1,000 donation to the Facing Hunger Foodbank.
Executive Sessions
- The board entered executive session to discuss legal contracts.
- The board entered executive session to discuss real estate matters.
The meeting concluded with adjournment by Commissioner Holliday.
