Lawrence County Commissioners Meeting Highlights – November 18, 2025
The Lawrence County Board of Commissioners held their regular meeting on November 18, 2025, at 10:05 a.m.
All three commissioners were present: President Dr. Colton Copley, Vice President DeAnna Holliday, and Commissioner Mike Finley.
Floodplain and Infrastructure Approvals
- Two floodplain permit renewals were approved:
- A stream maintenance project at 7804 County Road 4.
- Dam maintenance and stream bank cleaning at Pine Creek Dam Structure #8 on State Route 650.
Financial Actions
- Appropriations and transfers under $75,000 were approved as submitted by the County Administrator. Commissioner Finley abstained from this vote.
Personnel and EMS Updates
- Three EMS employees were promoted from Full-Time EMT to Full-Time Advanced EMT.
- The EMS Director was authorized to sign an EPA permit renewal for the Rock Hill Station sewer system.
Community Support
- The commissioners approved a $2,000 donation to Wreaths Across America.
Executive Sessions
- The board entered executive session to discuss personnel matters, real estate, and legal contracts, each followed by a roll call upon return.
Land and Development Actions
- The County Administrator was authorized to work with the Prosecutor’s Office to transfer several parcels to the Lawrence County Port Authority.
- The board approved signing a state grant agreement for the Lawrence County Juvenile Court.
- Approval was given for development and sale agreements with the Lawrence County Port Authority, pending prosecutor review.
The meeting concluded with unanimous votes on all remaining actions and was officially adjourned by Commissioner Copley.

2025-876 Lawrence County Commissioners-Dam maintenance and stream bank cleaning projects located across from 4916 St. Rt. 650 (Pine Creek Dam Structure#8)
