Lawrence County Commissioners Meeting Highlights – February 10, 2026
The Lawrence County Board of Commissioners met for a regular session on February 10, 2026. Here is a simple summary of the main actions, updates, and discussions from the meeting.
Routine Business and Approvals
- The commissioners approved the corrected meeting minutes from February 3, 2026.
- Several floodplain permits were approved for local projects, including filling and grading work, stream maintenance, an office building project, and a personal-use dirt bike track.
- Appropriations and transfers under $75,000 were approved.
Appointments and Recognitions
- Stacey Thacker was appointed to the Southeast Child Abuse Prevention Council.
- Russ McDonald was appointed to the Lawrence County Regional Planning Commission for a term running from February 1, 2026, through January 31, 2029.
- The board approved and signed a letter of commendation for Treva Williams. Commissioners spoke warmly about her service to the community and said she will be missed.
Grant and Project Actions
- The commissioners approved a letter of intent for the Section 5310 Grant and authorized the County Administrator to prepare and submit more documents for the application.
- Change Order 1 was approved for the PW661 Law CR62-3350 Landslide Repair Project.
OSU Extension Update
- Rachel Fraley shared an update on OSU Extension programs.
- 4-H enrollment is now open, with a deadline of March 15.
- Lawrence County currently has 28 community clubs, including several new ones this year.
- Last year, 561 young people took part in community clubs, and 707 were involved in school enrichment programs.
- About 125 volunteers completed yearly training, and family surveys showed very strong positive feedback.
- The “Fill the Freezer” program will continue in partnership with the county.
Family and Consumer Sciences Update
- Zoie Clay reported on programs supported by the CDC Healthy Opportunities Grant.
- So far, 160 congregate meals have been served through the Ironton Senior Center.
- Other work includes a Downtown Ironton Walkability Plan, greenhouse planning support at Ironton High School, more food preservation classes with Briggs Library, and outreach to 1,450 people through the Healthy Opportunities Program in 2025.
CASA Program Update
- Judge Sanders introduced Courtney Brumley, who spoke about the expanded CASA program now serving Lawrence County.
- CASA trains volunteers to advocate for children in foster care and represent their best interests in juvenile court.
- Seven local volunteers have been recruited, six are already assigned to cases, and three more are scheduled for training.
- About 350 volunteer hours have already been donated.
- There are currently 77 children in foster care in Lawrence County.
Third and Center Update
- Third and Center shared information about its community programs, which focus on arts, culture, beautification, events, youth activities, and small business support.
- Programs in 2025 included Inspire Arts events, Trash Bash, downtown crosswalk painting, the Summer Solstice Festival, and the First Cast Youth Fishing program.
- More than 300 volunteer service hours were completed, mostly by youth and people in recovery.
- Third and Center also operates the Ironton Senior Center, where more than 1,900 congregate meals were served in 2025.
- The group asked the commissioners for continued financial support to help meet matching fund requirements and keep programs going strong.
Executive Sessions
- The board entered executive session to discuss real estate, legal contracts, and personnel matters.
The meeting ended after the executive sessions, with all recorded roll call votes approved unanimously.

Mike Staton from Collins Career Center expressed appreciation to the Commissioners and county
partners for their continued support. He highlighted recent growth, including the opening of the South
Point Campus, which houses CDL programs. The Career Center has also purchased the former Ohio
University Center in Proctorville and has begun renovations, with plans to begin holding classes there this
fall.
Commissioners recognized Collins Career Center as a strong workforce and economic development
partner for Lawrence County. The Center currently serves over 600 high school students and more than
500 adult education students, with instructors and staff credited for preparing students for successful
careers and contributing positively to the local workforce.

Sheriff Jeff Lawless informed the Commissioners that five new cruisers are expected to arrive within the
next month. Due to advancements in technology, the vehicles will require updated equipment, including
MARCS radios, docking stations, body-worn camera stations, data ports, and related technology. Older
equipment cannot be transferred from existing vehicles because it is outdated and incompatible. The
estimated cost to fully equip the five cruisers is projected between $62,000 and $75,000. The
Commissioners acknowledged the importance of modern communication equipment and agreed to
coordinate with staff to review funding options.
Additionally, the Sheriff reported that the department’s tasers are outdated and nearing the end of their
service life, with replacements likely needed by the end of the year. A preliminary quote to replace the
system, including devices, training, cartridges, warranties, and updated download capabilities, was
approximately $243,000, though final pricing may vaiy. The Sheriff emphasized the importance of
maintaining less-lethal equipment for officer and public safety. Commissioners requested additional
review and discussion before making funding decisions and plan to schedule follow-up meetings to
evaluate options.
Brian Gifford ofVeregy and Doug Hooper ofMidState Contractors addressed the Commissioners
regarding their proposal submitted in response to the Courthouse dome and restoration RFP. The
representatives emphasized their team’s extensive experience in historic dome and fayade restoration
projects, noting that demonstrated expertise and risk reduction are critical factors in a project of this
complexity. They stated their team is entirely Ohio-based and referenced their recent completion of a
project for Rock Hill Schools as a local example of their work.
The presenters expressed appreciation for the opportunity to submit a proposal and requested the
opportunity to meet with the Commissioners to further discuss their submission and answer any
questions. They highlighted their specialization in courthouse and historic building restoration and their
commitment to traditional craftsmanship. The Commissioners received the comments for consideration.
Richard Phelps of ABM reported that previously sealed and unserviced fan coil units were discovered to
be heavily clogged, restricting airflow at the jail. ABM cleaned the units, replaced dampers, and installed
a new averaging thermostat to help stabilize temperatures. Recent system readings show temperatures
returning to the desired range, with additional adjustments ongoing.
Commissioners and the Sheriff acknowledged the challenges and expressed appreciation for the continued
collaboration to improve system performance and ensure stable conditions at the facility.
