Commissioner Copley, President of the Board, opened the meeting with roll call. Commissioners Holliday and Finley were present; Commissioner Copley was absent.

Actions, in order

1. Moved by Commissioner Finley, seconded by Commissioner Holliday, to approve the meeting minutes of July 7, 2026, as corrected. Roll call: Finley and Holliday voted yes.
2. Moved by Commissioner Holliday, seconded by Commissioner Finley, to approve the following floodplain permits submitted by the Soil and Water Conservation District. Roll call: Finley and Holliday voted yes.
   • Renewal, permit 2026-808: William Hicks — filling & grading project located at 4153 St. Rt. 378.
   • Renewal, permit 2026-809: David & Summer R. Maynard — filling & grading projects located at 652 & 708 Co. Rd. 31.
   • Renewal, permit 2026-810: Lincoln & Tara Sizemore — filling & grading project located at 196 Pvt. Rd. 1166.
3. Moved by Commissioner Holliday, seconded by Commissioner Finley, to approve the following appropriation submitted by Parker Rowe, Director of Finance: J00-01B-006-000 $615,000. Roll call: Finley and Holliday voted yes.
4. Moved by Commissioner Finley, seconded by Holliday, to receive and file the EMS Report for June 2026. Roll call: Finley and Holliday voted yes.

Reports and updates

Randy Lambert, representing the Lawrence County Fair Board, provided an update on the 2026 Lawrence County Fair. He reported that fair activities are underway, including 4-H shows, Family Night, wrestling, autocross, the rodeo, and drone fireworks. Mr. Lambert stated that approximately 600 youth are participating in this year’s fair and emphasized that supporting youth development remains the primary mission of the fair.

Mr. Lambert also announced that the Fair Board received a $149,000 State Facilities Grant to fund improvements including spray foam insulation in the livestock barn, renovation of the paint building, and construction of a new accessible entrance at Gate 1. The projects require a 10% local match and are intended to improve accessibility, traffic flow, and visitor safety.

The Commissioners commended the Fair Board for its continued efforts and discussed the positive impact of 4-H and the livestock sale, emphasizing the leadership, responsibility, confidence, and work ethic developed through participation. Commissioners encouraged residents and businesses to support the youth livestock sale and recognized the contributions of the Fair Board, OSU Extension staff, volunteers, and parents.

Mayor Bill Elliott of the Village of Proctorville provided an update on village improvements, including ongoing efforts to upgrade the community park with accessible playground equipment and fundraising activities to support additional improvements. The Commissioners expressed their support and encouraged the village to continue providing updates.

EMS Director Dave Ham reported that Lawrence County EMS is on pace for a record year in call volume, having surpassed 7,000 runs during the first week of July. The Commissioners recognized the outstanding work of EMS leadership and frontline first responders and thanked them for their continued service to the county.
