Lawrence County Commissioners Meeting Highlights – July 22, 2025

The Lawrence County Board of Commissioners held their 25th business meeting of the year on July 22, 2025. Here are the main points discussed:

Administrative Approvals

  • Approved the corrected minutes from the July 14, 2025 meeting.
  • Approved new and renewal floodplain permits for filling, grading, stream maintenance, and manufactured home projects across the county.
  • Approved appropriations and transfers under $75,000.
  • Received certification from the County Auditor confirming that appropriations align with resource estimates.

Resolutions and Contracts

  • Signed a resolution to proceed with the Developmental Disabilities Levy.
  • Approved the final change order for the PW660 Law CR12-6867 Landslide Repair Project.

Department Updates and Discussions

  • EMS Director Dave Hamm and EMA Director Mike Boster discussed their new off-road rescue vehicle, already used in two rescues.
  • Palmer Energy and CCAO service agreements saved the county $59,400 in electricity costs.

Community Announcements

  • Commissioners congratulated Adyson Copley for placing in the Top 10 of Miss Teen USA and announced Miss Ohio will attend the next meeting.
  • Announced a $2,500 Ohio Township Association Cemetery Grant for township cemetery maintenance and training.
  • Washington Township Trustee Jerry Kelley requested assistance with water line installations; the board will follow up with Rural Water District and Scioto Water.
  • Developmental Disabilities Director Julie Monroe announced a DD Levy kickoff event on August 1 at South Point Community Center.

  • Met in executive sessions regarding real estate and legal contracts.

Approve sale of former Ironton Municipal Garage to Lawrence-Scioto Solid-Waste District and give County Administrator signing authority for all required closing documents.

EMS Director Dave Hamm spoke about their joint project with EMA Director Mike Boster on outfitting their utility vehicle for off-road rescue. It has already been used twice for this. He and the Commissioners also spoke about partnering with the Search & Rescue team with training.

Dylan Bentley spoke about the service agreement the Commissioners entered with the CCAO and Palmer Energy, which helped the county save $59400 on electricity costs.

Commissioner Holliday congratulated Adyson Copley for placing Top 10 in the Miss Teen Usa and wanted everyone to look out for what is next for her. Commissioner Holliday also said Miss Ohio would be at the following meeting. Commissioner Copley also said how proud he was of his daughter and her project she is working on will be impactful for the community.

Commissioner Holliday announced a grant opportunity through the Ohio Township Association. The 2025 Cemetery Grant, up to $2,500 to defray the cost of exceptional maintenance or training of cemetery personnel regarding maintenance and operation of the cemetery. The is a grant opportunity for all the townships, more information will be in the Commissioners’ Office.

Trustee Jerry Kelley from Washington Township asked for assistance from the Commissioners regarding installing water lines on County Road 33 in the township. Commissioner Holliday said he had advocated for the installation with Rural Water District and Scioto Water. They are still waiting for confirmation from these water companies on a result. Commissioner Copley said the Rural Water District would be the main office working on this case; they help with grant funding to benefit various water projects in the county. Commissioner Copley stated they would refer this case to these groups again and give Trustee Kelley an update.

Julie Monroe, Director of Developmental Disabilities announced a kickoff event, August 1st 6-8PM at the South Point Community Center. This event will provide food, music, and provide information about the DD Levy for those interested.
