Lawrence County Commissioners Meeting Highlights – July 29, 2025

The Lawrence County Board of Commissioners met in regular session on July 29. Here are the key highlights from the meeting:

Administrative Approvals

• The corrected minutes from the July 22, 2025 meeting were approved.
• No new floodplain permits were issued, but nine renewals and one amendment were approved. These included stream maintenance, filling and grading, and non-residential projects like the Chesapeake Little League’s new press box and mobile concession stand.
• Appropriations and financial transfers under $75,000 were approved as submitted by the County Administrator.
• Documents from the County Engineer’s office were also approved.

Executive Sessions

• The commissioners held two executive sessions with County Administrator Dylan Bentley to discuss legal contracts and real estate matters.

Other Resolutions

• The board agreed to receive and sign aggregation resolutions, pending approval from the County Prosecutor.

Community Updates

• Larry Davis, Vice-President of the Lawrence County Firefighter Association, shared a letter from Kimberly Dutey highlighting the Search and Rescue Team’s recent activity. The team has responded to several calls for missing persons and completed major training sessions, including rope rescue and K-9 tracking. A Zodiac boat will soon be in service.
• Julie Monroe, Director of Developmental Disabilities, announced a community kickoff event for the DD Levy on August 1 at the South Point Community Center from 6:00–8:00 PM. The event will include food, music, and informational materials.
• Commissioner Holliday invited the public to Miss Ohio Olivia Fosson’s Send-Off Event, happening August 3 from 1:30 to 6:00 PM.

The meeting concluded with expressions of gratitude to department heads and support for ongoing county initiatives.

Larry Davis Vice-President of the Lawrence County Firefighter Association came to speak regarding their Search and Rescue Team. He read a letter from Kimberly Dutey SAR #1. The letter is as follows, “As a team we have been called out several times for missing children, and a lost adult hiker. All parties
were found safe. The team has had 2 major training courses for low angle rope rescue, and a K-9 training at the 650 trails. We continue to train simple searching skills in communication, fire starting, grid search and shelter building. Each month there is a new topic for training.

The SAR team now has a Zodiac Boat that will be in service soon, and Rope gear to conduct low-angle rescue. As a team, we need to work on a solution for how to alert the team for a callout. As it stands right now, I must notify the dispatch to send out active 911 alerts to all departments, and an alert for the all-hazard
channel on the pager. All in all, this team continues to get better, constantly learning and training so that they are ready and able to help anyone who may call on them.”

He presented the full schedule for the training schedule which had various different trainings. He reported two SAR trainings has 19 and 25 people respectively with the County Association Fire School having 85 attendees Commissioner Copley said it was good to hear that these teams had been trained well and it was good to see all the various parts of the county moving in the right direction together.

Commissioner Holliday stated that SAR team and their training elevates confidence in the county.
Commissioner Copley thanked the various department heads for their service.

Commissioner Holliday announced Miss Ohio Olivia Fosson’s Send Off Event on August 3rd starting at 1:30PM and finishing at 6:00PM she encouraged everyone to come and see the event.
